Thomas Jefferson, Continental Congress

Parliament has "extended the jurisdiction of courts of admiralty beyond their antient limits thereby depriving us of the inestimable right of trial by jury in cases affecting both life and property and subjecting both to the arbitrary decision of a single and dependent judge."
